She runs an anonymous organization dedicated to terrorizing everyday citizens, forcing them to vote for Grant through vicious blackmail, kidnapping, and threatening to kill their loved ones.
Behind the scenes, Joan orchestrates a massive money laundering syndicate to fund Elise's toxic TV-Well broadcasts. She uses gift cards to set up contracts for fake ghost companies, funneling millions of dollars to pay Elise for spreading nationalist propaganda.
When the investigative journalist Spencer threatens the campaign with an explosive documentary, Joan is present at the private estate meeting where Grant unsuccessfully attempts to bribe him with a quarter of a million dollars.
After Spencer refuses the bribe and secretly records the encounter with smart glasses, Joan takes lethal action. She officially orders the hit and pays masked assassins, including an operative named Sandy Fields, to brutally murder Spencer in his own home and stage it as a hate crime.
