Julian Maximus

The absolute ruler of Riverwell City, born into a billionaire dynasty that helped found the nation.

Character summary

Book 1: Sanctuary: The Governor's Daughter

Maximus rules the capital with an iron grip alongside his ruthless enforcers, Samuel Grant and Denzel. His only true weakness is his daughter, Hannah, whom he loves deeply but controls with suffocating surveillance.

Maximus is fiercely prejudiced against citizens of the Unincorporated Territories of Riverwell (UTR), viewing them as savages and openly using derogatory slurs behind closed doors.

When a malicious video exposes Hannah's secret romance with her UTR born bodyguard, Danny Buholo, a furious Maximus fires Danny and threatens to hunt him down.

After Hannah and Danny flee to the UTR, Maximus weaponizes the national intelligence agency, issues a state wide Blue Alert, and pays a 250,000 dollar bounty to a village chief to hunt them down like animals.

His ruthless pursuit ends in absolute tragedy when Hannah is brought back to the city in critical condition after suffering a life threatening miscarriage.

Watching his daughter flatline completely shatters the "Iron Governor". In a moment of raw vulnerability, he tearfully confesses his dark past to her, revealing how his violent abuse caused his first wife to flee the country with his two eldest children.

Maximus begs for Hannah's forgiveness, fully accepts Danny into his family, and publicly pledges 500 million dollars of his personal fortune to build infrastructure, schools, and electricity for the UTR.

The book concludes with Maximus proudly walking Hannah down the aisle at her wedding.

Book 2: Sanctuary: The Secret

While the specific plot details focus on political campaigns, this era covers the bridge between his changing policies and his shifting alliances. Maximus prepares for a vicious, hard fought re election campaign against his former enforcer and ally, Samuel Grant.

Book 3: Sanctuary: The Shadows of Afton

Nearing the end of his first ten year term, Maximus has worked tirelessly to unite the capital and the territories, passing strict laws that punish discrimination against UTR citizens.

His fragile peace is severely threatened when a violent scandal erupts in Afton involving Danny's traumatized younger brother, Kian.

Facing immense political pressure from Afton's Chief Omari and angry protesters in the capital, Maximus prioritizes his political survival and forces Kian to do a televised interview to explain his side of the story.

The interview completely shifts public opinion in Kian's favor. Capitalizing on the national uprising, Maximus officially exiles Chief Omari and his family from Afton, boldly appointing Eve Omari as the first female Chief in the territory's history.

Book 4: Sanctuary: Legacy

The final book explores Maximus's initial rise to power through historical flashbacks, detailing his toxic early political alliance with Samuel Grant, who secretly operated as his ruthless attack dog.

In the present-day election timeline, Grant attempts to steal the governorship from Maximus through massive voter fraud, extorting poll workers, and murdering a lead journalist to cover his tracks.

However, an explosive dead man's switch video exposes Grant's horrific corruption and his secret funding of past smear campaigns.

The citizens furiously turn on Grant, allowing Governor Maximus to win his second term fairly and legitimately in a landslide.

With his political enemies officially arrested and locked in concrete cells, Maximus completely reconciles with his wife Jasmine, allowing the entire family to finally find true peace.
